The referendum text states that approved funds would be transferred to the regional energy distributor to offset wholesale price spikes rather than to individual rebates. Policy analysts note the mechanism differs from the existing Paris Solidarity Energy Tariff, which currently covers only households below a defined income threshold.
Projected monthly effects for residents
Under the proposed cap, the government projects the average two-person household would pay no more than 92 euros per month for combined electricity and gas, compared with the current average of 118 euros recorded in the 2025 Paris Household Expenditure Survey. A family of four in the 13th arrondissement using standard consumption levels would see an estimated reduction of 31 euros monthly once the measure takes effect.
Local advocates note that the savings would appear automatically on utility statements rather than requiring separate applications. The legislation specifies that any unused portion of the 180 million euro allocation reverts to the city general fund at the end of each fiscal year.
Ballots will list the measure as Proposition 3. If approved by a simple majority, the rate limits remain in force for three years and may be renewed only through another referendum. The Paris Prefecture has scheduled voter information sessions at each mairie beginning 22 July.
